Officiating at the 28th Police Council Meeting this afternoon in Naguru, my guidance to the police leadership is that security must always be managed according to peculiar realities and available resources of a jurisdiction. In the case of Uganda, we need a patriotic and pan African security force, to make use of the technical force multipliers like canine dogs, CCTV and forensics instead to supplement the number of people in the force. This way, we are better equipped to handle issues of welfare, training and equipment.
