I concluded my tour of Bukedi, first with the launch of the Bukedi Industrial Hub. In the 1996 elections, we said, "Let us introduce UPE," but the school managers working with some of the parents brought back the charges. Now, because of that, you hear how, for instance, in the Kibuku area, 82 out of 100 children are dropping out after P7. The blockage is the charge.
