As I opened Makerere University’s Research and Innovations Week, I reminded our people that Africa was colonised on account of lagging behind in science and technology. From the very beginning, therefore, the NRM recognised that this was one of the major bottlenecks for the progress of Uganda and Africa, as well as the survival of the African people.
