While in Buikwe District, President Yoweri Kaguta Museveni addressed key public concerns regarding wages and the economy, clarifying that the implementation of a minimum wage will take place after essential groundwork is fully completed.
The President explained that government first prioritized securing peace and opening up regional markets such as the East African Community (EAC), enabling investors to produce competitively and access wider markets. He emphasized that introducing a minimum wage before addressing high production costs would negatively impact businesses and threaten jobs.

President Museveni highlighted that the government’s current focus is on lowering the cost of electricity, improving transport through the railway network, and reducing bank interest rates. These measures, he noted, will create a strong economic foundation that allows wages to increase sustainably over time. Drawing from strategic experience, he stressed that, as in guerrilla warfare, timing is critical in economic decision-making.
The President also addressed land-related concerns, particularly issues surrounding Mailo land. He directed the Attorney General to provide clear public guidance on land rights to eliminate confusion and prevent exploitation of citizens.
He reaffirmed the government’s commitment to building a stable, inclusive economy that protects workers, supports businesses, and safeguards the rights of all Ugandans.
