President Museveni began this week’s rallies in Bugweri District accompanied by Maama Janet, delivering a message of progress, planning, and household transformation. He recalled his historic journey through the area in 1973 alongside Eng. Kassada, during the struggle against Idi Amin, moving from Buseso to Mayuge and Jinja. He extended appreciation to the families who offered support during those difficult times.
Addressing service delivery, President Museveni noted that Bugweri District currently has more schools than parishes — an imbalance that calls for better and more strategic planning. He announced that Buseso Health Centre IV is set to be upgraded to a general hospital, describing this as a key step in the district’s development.

However, he emphasised that infrastructure alone cannot eliminate household poverty. President Museveni reiterated the importance of the Four-Acre Model, a proven farming strategy involving coffee, fruit trees, pasture for zero-grazing cows, and food crops, supplemented by poultry and fish farming where feasible. He noted that families who have adopted this approach have already seen significant progress.
He encouraged the people of Bugweri to embrace the model and maximize government wealth-creation initiatives such as the Parish Development Model (PDM), NAADS, Entandikwa, Operation Wealth Creation (OWC), Emyooga, and the Women and Youth Funds. According to President Museveni, these programs, combined with disciplined household enterprise, are the surest path to sustainable prosperity.
